On March 25, 2009, EPA Region 6 published its draft National Pollutant Discharge Elimination System (NPDES) “general permit” for discharges from horse, cattle and dairy cow, swine, poultry, and veal calf concentrated animal feeding operations (CAFOs) in Oklahoma at 74 Federal Register 12849.
The general permit only applies to those operations in Oklahoma; CAFOs discharging in Indian Country would still be required to apply for an individual permit.
The general permit was originally issued in 1993 at 58 Federal Register 7610. The applicable requirements from the 1993 permit are continued in the proposed permit, with additional requirements relating to the submission of Nutrient Management Plans.
Comments must be submitted in writing to EPA on or before April 24, 2009.
